Hm, I made one up on GameFAQs a couple months ago:

Neutral Special: Court Record Cycles through various pieces of evidence from the games that can be used as weapons. The range, speed, and power for some of Phoenix's normals will be based on which evidence he has equipped. They are: Samurai Spear, Fey Knife, and the Shi-chi-shi-to.

Side Special: Present Evidence Throws one of three different pieces of evidence like a fastball. Speed and power are slightly affected by the type of projectile. They are: The Thinker, Pearl's Ball, and Paper Badge.

Up Special: College Fever Phoenix sneezes, propelling himself upward at a slight angle. Similar to the Wario Waft, it grows stronger as time passes without having used the move.

Down Special: Psyche Break Phoenix takes out the Magatama. After about a second of concentrating, Psyche Locks rise up on all nearby characters on either side of him. They will remain over the characters' heads for the next few seconds, or until Phoenix uses this move again, causing the locks to explode and deal damage.

Final Smash: Objection Sustained A cut-in of Phoenix's close-up sprite, with the speedlines, flashes over the screen. After, it zooms in on Phoenix and any nearby charactersthat were in front of him -- Phoenix at the defence bench, and his opponents on the witness stand. They cower in fear while he says a line from the series (something like: "You're lying, dammit, and I can prove it!"), and they respond by shaking their heads. Phoenix yells OBJECTION, causing the OBJECTION! bubble to pop up over the defendants and send them flying.

Taunts * Pulling out a stepladder with Maya sitting on top of it. * Pulling out a toilet scrubber and yelling "Take That!" before looking embarrassed and putting it away. * Polishing his badge.

Side Notes * He uses Gumshoe's Fishing Pole for grabbing, similar to Link's Hookshot and Lucas' Rope Snake. * Victory theme is Won The Case! ~ The First Success from PW:AA.
