No way in hell Gine's power-level was even close to one thousand. I'd say Gine was strong enough to defeat Goku at the very start of Z if she were to not give him the chance to do super powered attacks.

Fairly, Gine's power-level could be from 500 to 700. I would say 800 would be pushing it, but Gine did fight on a team for at least a little bit so she can't be too weak.

I remember in the Broly movie, Paragus scanned Broly's power-level on Vampa. The official reading we had of Broly while he was in a rested state was a battle power of 920 (correct me if I'm wrong), and after Paragus scanned his power-level, Beets said that's even stronger than him.

Beets isn't a combative soldier like Gine is, so if we were to be logical here, Gine's battle power is definitely below 900. I wouldn't even believe she's in the 800 mark. Somewhere around 500-700 seems reasonable to me. Besides, as an Oozaru, she'd still be hella strong anyway.
