That is in no way related to Net Neutrality. It obviously costs them more to have larger servers to store higher quality movies which are larger in file size, or to have multiple people from the same account streaming at the same time.

It doesn't cost ISPs more to transmit and receive such data?

Please explain to me how ISPs can't charge Netflix various costs that their use of bandwidth incurs yet Netflix happily charges different customers at different tiers?
