Race is only a partial issue, rather culture is the dominant issue in the overall context. There will always be ingroup favoritism. Whites are the majority. Once other races start adopting the majorities culture, that's when improvement begins. As can be seen in what ignorants consider an "uncle tom" in todays context. There is general lack of trust in authority in black communities, so much as to classify it as anti-cop. It's seen as a bad thing to call the police? murders will go unanswered by witnesses? Aggressiveness towards authority? You can understand why there is a disconnect between police officers and certain African American communities. It is the behaviours which make it more of a cultural factor. The only thing I agree upon is schooling and housing. Employment and voting are shared among most groups
