No, it won't. Canada is somewhat similar to the States in that Provinces will need to have a say, ultimately in many things like distribution and what their personalized flavour on things such as public smoking look like. Also, the Feds will not want to enforce this - rather, they will look to states to use their regional police to control and regular illegal operators - much like liquor and tobacco growers operating outside the system. That being said, there is room in the future for craft brewers (or growers) to potentially move into the market - this, again, is supported by the fact that Canadians can brew their own wine and such. These regs allowed for, at least in part, the massive and booming craft beer market that BC is enjoying....Even there they are seeing a slow erosion of nepotistic and stifling laws aimed at curtailing independent distribution. I digress.

The future will, yes, require money to operate in. But, oh well. We live in a world where groups like the UN have sub-committees/NGOs perform policy studies..make recommendations...influence nations..etc. "The man" has wanted for control for a long time - but, it's no conspiracy. A lot of it it actually aimed at harm reduction.
