Context and other 'boilerplate' prefaces&postfaces

"Encompass and divert" goes like this: * Climate change is a problem * It's actually one of a group of related problems * So let's treat it among that group of problems, we'll bring in more interested people that way * Some of those other problems are much more gripping and immediately visible (even though climate change will make them worse, essentially forever) * So, we will naturally gravitate toward putting most effort into those ones, because they're right in front of our nose and no good person ignores a problem that's right in front of them.

There are likely often very good reasons for 'encompass'. It's not clear to me how you keep that from morphing into 'divert'.
