Just like what Modi says, saving and taking precautions from covid can only be best done and managed by an individual. As PM, he impose lockdown was a precautionary measure and to spread the virus for which a suitable cure wasnt found, but to keep India's economy stable business should run and its completely up to an individuals choice to follow precautions.

But we are a Democracy, so as CM I would very much choose to allow people go to Kumbh Mela. Like ik there would be many people who aren't going because they know health is more important than faith. If I would have banned Kumbh Mela, then many people would become much more angrier and start rioting and protesting on roads.

Its better to just let them get covid through the mela than through protesting or riots (since there is loss of money). Also it would be hypocritical to ban Kumbh Mela and not election rallies (from a parties perspective). Also organising Kumbh mela gives alot of money to the government.
