ELI5: Why do big cities like Chicago still have so much gun related crime despite having strict gun and gun ownership laws?

Australia took up their new strict laws as a knee-jerk solution to a school shooting. Banning guns will get you votes, locking up crazy people indefinitely costs lots of money, appears unfair and generally doesn't do well with votes. Banning guns wins every time. Just as a side note, the largest school massacre in the US involved one bullet being fired.

Can you point me towards a spree shooter who was sane? What about a serial killer? After you take them out of the gun crime situation, you're left with revenge killings, which would occur with a hammer or a brick if there wasn't a gun around, and what we'll call "turf killings". These killings are what puts Chicago on the map. Inner city shitfucks running around shooting each other because they're cowards. You'll note that they aren't typically in the NRA, they aren't stupid southern rednecks and they sure as hell aren't picky about the usage of an assault rifle over a stripped down .38 service revolver, they'll use whatever stolen gun they can get.

Gun control won't work, but it will get votes. As for changing the culture, something happened in Norway pretty recently, where gun culture isn't so much a thing. Crazy people do crazy shit, that's all. The gun culture in inner city shitfucks needs to be corrected, not so much the gun culture of the NRA types.
