ELI5: Why is it so easy to take in 10k refugees and house them rather than house homeless veterans? (in America)

Thank you for what you do. I live in a town with a huge number of homeless vets. The town is also home to a large number of military installations, one of which is where a large percent of those military members come back from Iraq, Afghanistan and other war zone etc areas to, before returning to their home unit or follow on unit. Many of them are "outprocessed" at this point; voluntarily or non-voluntarily. Many of these soldiers who leave service at this point have issues; PTSD, mental health issues, personal life issues, what have you. Those without a strong family connection to another location stay right here, and many end up homeless, but not completely destitute as they have income from their service in many cases. There are groups in this town who try to help, but as you say, fighting the issues the vets face is the hard part. Fighting the assholes like (that commenter) is a secondary battle. The asshole city government here has actually made it a punishable crime to SIT IN THE DOWNTOWN AREA. And of course, those who get arrested for this are profiled. Family sitting on a bench eating ice cream - fine. Old lady sitting on a low wall to rest- fine. Homeless person sitting in either spot? Arrested and fined. The downtown area is home to a soup kitchen and homeless shelter that is doing their best to aid the homeless, but it is basically illegal for them to be anywhere but inside those buildings. The aid to refugee cost vs the cost of assisting homeless or homeless vets is not comparable. Some people cannot understand that using a negative example in no way proves a point if the subjects are not like. Again, I thank you for your work. I hope the kindness you share grows and your slice of the universe is always a beautiful thing.
