ELI5:How is it possible to train dogs to do stuff?

"Oh, do you work in the DA's office in NY and are you on the prosecuting team? Is that how you are so certain the case was "thrown"? Because it is sealed... so how would you know that?

Open a law book, and find me a charge that would fit the death of Eric Garner. I'll tell you right now- murder, manslaughter, assault... none of these charges work by definition. That is why charges were not filed- because penal code wasn't violated.

Was department policy violated? Yes. That's a civil issue and one for litigation.

Grand Juries prevent DA's being influenced by political forces (their bosses and the people who fund their bosses' campaigns, etc) from making legal decisions tainted with political prejudice. DA's can't be placed in a position to make legal and political moves. And just because you feel like calling something "murder" or "he was killed just for robbing a convenience store and attacking a police officer" doesn't mean that is what legally transpired.

The US is a nation of laws, with a violent history. Just because your personal narrative doesn't fit with how the law actually works doesn't mean it is broken or corrupt.

My personal narrative is to follow the law, and that when cops break the law, they be treated like any other citizen of this country, not receive special treatment they usually do when acting recklessly or with malicious intent.

I didn't talk about Michael Brown because that case is not as certain, and I do believe black witnesses did give false statements.

I even supported Eric Zimmerman because his actions were legal under Florida law because the evidence supported that Trayvon Martin was attacking him

However, Eric Garner was on video, he was resisting arrest but he was not being violent at all in any way, and the cop behind him placed him in a choke hold and Garner died as a result of complications from the choke hold. Plus selling loose cigarettes does not qualify as an immediate public threat requiring lethal action.

What charges can be brought? Manslaughter in the second degree
