He is put in situations where if he does not act, people can die. When summer camp was attacked, Deku had no option but to destroy his body to save that child. And then he kept on pushing to protect Bakugo, but he failed and Bakugo was kidnapped. The same with war arc, Deku HAD to step in to take down Shigaraki Or else he would have killed everyone and destroyed the country. Do you really think Deku had the luxury to plan for another day when all of them might have died in that moment and a monster would have been unleashed into the world? Everyone gave it their all including Deku. The only time I will agree with you that Deku was reckless with his power was in the tournament against Todoroki. But after that, he has never hurt himself unless it was a life and death situation.

2) Destroyed own body and confronted directly the only one enemy that could have stole his power and potentially doomed humanity. Of course without any consequences.

That enemy would have stolen his quirk if Deku did nothing there. But fortunately, he landed some good punches and with Endeavor's help, they were able to overwhelm his regeneration forcing him to retreat.

It is comedy...

No real character development

What "real" character development did you want in him when you started watching MHA? Bakugo was a complete narcissistic asshole so we all knew he will most likely change and become better. You are not going to get that type of change for a character like Deku. Deku's character development is about becoming confident in himself and to take on the burden of OfA. Deku was very naive in the beginning but now he knows his enemy. He was always a kind person, he will retain that trait, that was the reason he received OfA. And MHA is not the kind of series where Deku would become edgy and grey with time.
