There is nothing unacceptable about wearing a non-revealing swimwear. There just isn't. There is no taboo about it in western societies. It is not frowned upon. It's just a bit unusual. The only reason for the ban is islamophobia.

There are no laws against walking naked on the street. It might fall under public indecency but that depends on who judges you. You absolutely can wear a stained undershirt to work, that just depends on what the work-specific rules are. It's not illegal. What the hell? You can totally go barefoot anywhere, it's not illegal. It just depends on who owns the building you might be entering.

I think that's what they're doing, they're banning swimwear that covers your whole body just like they banned face veils and balaclavas.
