Thats what GTA V was all about. None of the villains (Not to be confused with antagonists) in GTA V was a substantial threat to the protagonists, they take military helicopter off the US army, breaks into both the FIB and IAA, and take on the biggest and the most secured bank in the human history, Villains were not the antagonist of the story, it was, in fact, Franklin's destructive personality, hypocrisy, whom is the 'real' protagonist in the story, GTA V's story is all about how the characters accept themselves as a GTA character, and all about overcoming the narrative dissonance. hence why the villains in this game were so easy to take out and rather annoying than threatning, because the protagonists were the strongest being of the game in the first place.
