I25 did change it so the roots on abilities will cause a KB to be a KD, but there are also 2 IOs, one that is stackable that can change every KB power to a KD power. A nice trick with Electric is you can start by using the AOE sleep, which reapplies itself everytime its broken, then AoE root them, they will go back to sleep, then push them where you want them with the hurricane, because rooted targets still get repelled. Then unleash havoc by dropping Freezing rain and root.

Ice is a bit more limited in its synergy. You'll have two slow fields, so not a big deal but keep in mind there is no way to stop the repel from the hurricane. You can stop knockback, but not repel.
