You can go around a circular city but you can't go around that line, migration is fucked. Plus birds will die en mass by smashing against that glass and the heat generared just outside the building will be so high due to thermal excursion that even desert animals and plants will die.

Not to talk that to cool a place like this in the desert you need a huge amount of energy (AND WATER) and it's almost an absolute truth that producing energy almost always comes at the expense of natural resources or/and environment.

Also again, not to talk about all the societial problems it's bringing in the area and the fact that urbanistically speaking it's the most inefficient city ever: you take hours to travel to your friend at the other end of the line, wheb the same amount of people coul live in a circual city and you friend would be just 30min away. Also good look if the train systen that brings you around The Line halts, you have no other means to move.

I'm a fan of scifi and futuristic concepts, but this concept is potatoes and useless, it only looks futuristic but it's worse than a regular city.
