I worked in an "unlimited time off" office before, Jet.com. Nobody took "unlimited" time, in fact, the issue was taking the minimum time off.

Your performance is quarterly, so sure, you can take time off, but that will hurt your performance review.

This is literally a non-story, my current company is doing the same. Nobody took time off in the last 6 months because there was nowhere to go, and the company doesn't want a storm of holidays taken at once when things open and there's business deals and projects to do, so they're telling everyone to take 2 weeks in the next couple of months.
