I guess they should clarify it since the description is a bit messy this is what I get from her refine

- In combat against dragon foe, disables foe's skills that "calculate damage using the lower of foe's Def or Res" and "calculate damage from staff like other weapons"

- unit can counterattack regardless of foe's range

- In combat against staff user, disable foe's skills that "calculate damage from staff like other weapons"

- unit can counterattack regardless of foe's range

i dont think the Close Counter part need more explaination since theres no staff user that can attack at melee range so its probably meant for dragon foe
