I don't use aimed shots, because of multiple reasons, but the first and foremost is that my end build requires fast shot (Fast shot/Bonus Rate of Fire/Sniper with 10 LK guarentees critical hits with any guns), and if I don't pick fast shot in the beginning, I lose a perk completely because one of them would have to be Mutate, and that perk does absolutely nothing compared to just starting out Fast Shot, essentially a wasted perk. (FYI, two torso crits statistically do more damage than one eye crit, hence why I like stacking Fast Shot and bonus rate of fire)

Plus, the way I play the game, I will never be able to take advantage of it, because I don't level my Small Gun skill above 100% usually (they usually end up in Energy Weapons instead), which makes aimed shot to the eyes not worth the accuracy loss, and by the time my main combat skill has gone high enough to use it, I would probably already be close to finishing the game.

And lastly, I pick my fights. If my character isn't able to take on an encounter because the way I built him/her, I am more than happy to run to the exit grid, most of them would be a waste of time anyway, quest experience is easier and gives a lot more than random combat.
