Yes you can look at it that way. But you are mixing industry standard with standard units of measurment.

Like having an industry standard and using inches for screen size worldwide. The particullar value is almost always in inches because that's how everyone else does it. The unit used, however, is not standard in other cases. It is only standard in that one particullar case.

But SI (International System of units) is an international standard because it's not based on tradition, but actual scientific methods. People had to sit down and create the system by deriving the units, and naming the relationships between them after some of the greatest minds of all time. And most of the world uses it because it makes a lot of sense. That's why it's only fair to say it is, indeed, a standard system of units.
