Interestingly put, however, I would have to disagree with you for the following reasons:

Firstly, Ryan is drawing a direct correlation between the Russian narrative (of NATO expansionism, which also implicitly involves a commentary about US hegemony) and the actions of countries like the PRC and India. The question to ask here is why does he identify the PRC and India specifically? This echoes a refrain that one has heard with some frequency as this conflict has continued. Both the PRC and India (and I think the pressure is more on India) to buy into the Ukrainian/Western narrative (as evidenced by recent statements made by the Ukrainian Foreign Minister) I remain sceptical about Ryan's apparent careless formulation of words in this context.
