Neighbor’s dog being left to bark incessantly for hours- who to contact?

I indirectly feel your pain. My parents have lived in their house 20 years.

Lady and her bf moved in 4 years ago. No issues. They broke up, lady kept her bf's dog, she doesn't care for the dog, leaves him outside, doesn't walk him, neglects him. He barks all day. Of course my parents are retired, and hear it all day, sometimes in the late night.

They've thankfully had neighborly convos with her, and it's helped, and even had a talk with her father when he came to visit her, and he was ashamed. It's gotten better.

When I went to visit last fall, I heard the dog barking all day.

Obviously my parents won't move over a dog, same as you, but there's not really any legal grounds to have the dog killed/confiscated by animal control, unless it's being abused or neglected as defined by the law.

It's not like calling the cops on the neighbor kid throwing a party when their parents are gone. You really dont have recourse
