Probably an improvement but maybe I'm cynical. I had a toxic boss shockingly similar to Cuomo and he closely gate kept who got promoted. Having women in high positions around him gave him cred/cover but they would not call him out on his sh*^ and I'm guessing he chose them because of this and they got on very well with him and some were good friends with him out of work (some were unprofessional themselves, some I guess stayed out of it/were neutral) - although I think I was the only one who did call him out and I was not getting promoted (like all of the POCs there, who only got promotions in non managerial roles). I don't know the situation in this case or what people knew or their relationships with him.
