Development is inevitable. How do you think population grows? It's exponential. Either Santa Cruz builds, or they're fucked. People in service/retail/food industries can barely afford to live here as it is... how do you think it's going to look in 10 years with no development?? No one will visit Santa Cruz because there's no one to work here, then the city's money will dry up since most of it is made up of sales tax, and this place will end up looking like Bombay Beach. This is what "natives" want, apparently.
