Old vs new filmmaking techniques

Every filmmaker is either using modern film stocks

So is PTA. The mentioned Licorice Pizza was shot on Kodak Vision3 50D, 200T, and 500T. There isn't really anything else available. ORWO released a new colour cine film last year, but it's the only option to Vision3 since Fuji left the business in 2013.

If there is any truer "vintage look" to PTA's pictures, it's down to post-processing, lighting, and lens choices. Modern cinema film is designed with digital post-processing in mind.

James Gray had shot all of his movies on film but switched to digital for Armageddon Time because film stocks nowadays can't emulate the 80s aesthetic he wanted for the movie.

It should still be easier to emulate an older look starting with modern film footage than starting with digital footage. Digital being easier to work with on set is probably the real reason there.
