I think the Revolutionaries are making some kind of bluff.

Grab your tinfoils, here's a theory:

Baltigo was an inside job.

Before you get mad at me let's just see what we know:

• Dragon is the most dangerous man in the world. The revolutionary army is a huge threat to the world government.

• Theres a huge hype surrounding Dragon and the revolutionary army. Some people, like me, believe their total power should be around the same as one of the emperors.

• Dragon asked Koala to gather all the revolutionary army commanders. He was planning something big. Maybe he is planning an attack on the World Government or something like this.

• The world government received an anonymous message talking about the whereabouts of Baltigo. Maybe Aokiji's true intention was spying on Black Beard for the world government? Or maybe the message was sent for another reason?

• We don't know anything about the current state of the Blackbeard pirates. Neither we know what happened to all the weapons they supposedly had.

• Blackbeard fleed from the World Government. Either they were too beaten up to fight against the cypher pol or they didn't have any reason to do so.

• Whatever happened there the World Government won't know. For them all that happened was that Blackbeard destroyed the RA base. They wouldn't ask Blackbeard what happened. They would just attack him.

So what if Dragon actually discovered somehow that Blackbeard was coming and decided to use this in his favor? If he relocated the revolutionary army and all those weapons, allowed Baltigo to be destroyed and called in the World Government then the whole world will believe they are destroyed and are probably harmless now. This is the best possible scenario to make a big move.

Before calling me a madman I'll have you know that not even I believe in that.
