Think of it like this, Entity has its own personal power that wont share it with anyone but it can power up people without giving them its own personal power. What Talbot did is take the Entity personal power that none else have other than the Entity, which is why he was able to overpower and capture every killer easily. Talbot taking and using the Entity power is confirmed by the developers behind the scene video. He did that by using the serum, which he created from the nectar of the flower that appear once each year and this flower is from Entity itself. Other than making him too powerful, it also gives him the ability to access many different areas in the realm no killers or survivors can go to.
