I would politely, and professionally, plead my case and pray like hell that they admit that they're making you pay for the rent increases they couldn't implement during the moratorium. It's not likely that they will, but it could happen. I've gotten two security deposits back in full thanks to single-party consent recording laws. People say dumb shit over the phone when they think it won't come back to bite them.

After that, I'd find the most sympathetic journalists in the city to my problem. Then I'd make one more, good faith, call to my landlord asking for a more reasonable increase. If that doesn't work, and it probably won't, then I'd go to the journalists with my story and recordings and hope like hell that they pick up the story. They probably won't, but if they do, the landlord's not going to look good and that could end up costing them more than 700 a month.

But obviously, all of that is an uphill battle and a longshot at best, so if you're going to do this I would also work hard to find a new apartment.
