If you want to go that way, then One Piece is an adventure comedy action epic opera world warfare in-depth philosophical emotional roller coaster story. The main description is what matters. We cry as much as we laugh in One Piece, why would comedy be the prevailing factor?

Comedy is a big characteristics, but it's not what makes One Piece so special. There are many other animes and shows that are way funnier than One Piece, and were made with the primary intent to make people laugh. One Piece is light hearted, but sure isn't "first and foremost" a comedy with the intent to make you laugh every few minutes.

Do you know what's the impression people are going to get when you blurt out comedy first, then follow by the other details? They're imagining a show with a goal to make you laugh all the way but have some underlying more serious tones. One Piece wasn't made with the focus to be funny. It was made with the focus to tell an adventure.

Is it designed to be humorous at every turn? Doesn't matter if the story is serious, or have emotional moments. If no, then it is not a comedy genre. There's a good reason why Adam Sandler's Click is labeled as a Comedy despite being more about a touching plot and life lessons that made you cry your hearts out. We don't label Adam Sandler's Click as an emotional movie.
