My dad worked R&D for a major opioid manufacturer in the 80’s and 90’s, long story short management broke the union for the factory workers and replaced the predominantly African American workforce with majority new soviet bloc immigrants. He said that almost immediately they noticed the pill pressing areas were much cleaner and the employees were working much more carefully in regards to spillage and loss, but the overall output remained the same. The FDA would allow for 2% product loss during manufacturing without investigating, the new employees were acting under the direction of one guy to work 100% efficiently so he could walk out the back door with 2% pure pharmaceutical grade opiate powder to sell. It took some years but eventually they caught him but the problem persisted forever after that.
