There's no penalty for someone withholding information or giving false information because it's still in the other teams control to take that information at face value. If you recall in France, Blair told Erin and Joslyn to "not forget their lunch" which lead them to spending precious time on searching the area, when the lunch was a baguette already in their premade backpack. It was information they could have ignored but didn't

However, taking another teams bag, much like what had happened with Scott and Tyler in Georgia, is something that is a detriment to Tyler and Korey's capability to race that they have no power over. This would have lead to a pretty huge penalty

As for the U-Turn burn, that is a strategy that required knowledge of who was ahead and who was behind. Because every team went to the same detour, everyone knew where a team was placing in that leg. Burnie and Ashley used this information to burn the U-Turn, knowing Brodie and Kurt were not in front of them. This was a special circumstance that gifted Burnie and Ashley with information to capitalize on the U-Turn board. However, in any other scenario, teams might never know where other teams could place in the race. If they had gone to different detours, Burnie and Ashley might not have known where Brodie and Kurt were placing and the decision could have been vastly different. It's possible to accidentally fail a U-Turn. Failing and burning a U-Turn are the exact same thing, but the latter requires advance information to perform
