Scariest Ghost Encounters?

I've always believed in ghosts. But I've also been skeptical because I'm a very skeptical person. But there are things in this world that are just not explainable. However, this isn't entirely scary because a ghost didn't harm me in anyway. But it still scared the shit out of me and my mom.

I was about 15 or 16 years old. When I was a child, I always liked going up to the highest floor in buildings and just taking in the view. My mom always liked that too. Anyway, my mom and I were leaving a building after an appointment I had. As we were leaving, I asked her if we could go to the top floor and look at the view and she said sure. So we took the elevator to the 10th floor(top floor) to find a window to look out of. We didn't really find a good view so we headed back to the elevator to leave. We didn't spend more than a few minutes looking for a good view. Anyway, as we headed back to the elevator, we noticed there were maintenance workers there and we asked what the problem was because the elevator was just working a moment ago. They said they didn't know but they heard about some malfunctions and were inspecting it to try and see what the problem was. They pointed us to the stairwell about 50 feet from the elevator. We were pretty upset about having to take the stairs because we had to go down 10 flights of stairs.

We opened up the door to the stair well. When we closed the door behind us, but we noticed that the stairwell went up to an 11th floor. But how could that be? There's only 10 floors. The elevator even says this is the top floor. So we just said "that's strange" and we started to go up the stairwell and it started to get a little colder. We just thought that it was cause there's no heating in the stairwell. But then I saw a shadow figure walking up the stairs about 10 feet in front of us. It was pitch black. The blackest thing I have ever seen. It was in the silhouette of tall man in a cowboy hat.(I'd say about 6'3" or 6'4") It sent a chill down my spine. It disappeared when it reached the next floor. I stopped in my place as I watched him and when he disappeared, I was shaking and nervously asked my mom if she saw what I saw. She said yes. But she didn't believe what we saw and was curious, as was I. She told me to stay behind her and I followed her up the stairs. We reached the real top floor that the elevator doesn't show. There was a small room at the real top floor with no door entry to the room. Just a 5 foot wide entry way into the room that was about 20 feet by 20 feet. There was a window on the other side of the room that was probably about 7 feet wide by 5 feet tall. I said to my mom "That looks like a good view. Let's go look" and I walked into the room without her. I instantly felt the coldest breeze of air in my life. The hair on my neck stood up and I was literally frozen after about 3 or 4 steps into the room. Like something just locked me in place. My mom asked why I stopped and I didn't respond at first because I was so scared. Then I said I don't know why. She walked in there with me and all the sudden I could move and then there was a gust of freezing wind even though the window in the room was closed. Then the shadow figure instantly showed up in front of us about 3 feet in front of us. My mom frantically said "Let's go!!" I couldn't move. I was like a deer in headlights. She screamed "Let's fucking go now!!" and grabbed hand and pulled me out of the room. I was still staring at the shadow figure as she was pulling me away. His presence burned an image into my brain.

Anyway, my mom and I walked back down the stairs and back to the elevator. We didn't spend more than a few minutes on the 11th floor in that weird room. But when we got to the elevator, there were no maintenance workers. So we asked people that worked there if maintenance was looking at the elevator. They all just said "No. Why? Is there a problem with it?" We said, there were maintenance workers just working on it about 5 minutes ago. They just said "No. Maintenance is scheduled once every few months and they aren't scheduled for another 6 weeks. We didn't know what to think and didn't say anything about what we saw. We just went home.

My mom and I still talk about it from time to time and we both believe it was something paranormal. This might not sound all that scary to some. But this absolutely scared the shit out of me. It still sends chills down my spine thinking about it as I typed this out. I don't know what kind of questions you people would have, but if you have any questions or thoughts. Please me hear them. I've never really talked about this with anyone other than my 2 closest friends.
