America is always ready for a fight. They need constant media reassurance that 'we are fucking shit up'. Combine that with multinational leaders advocating for what we're going to do. We can literally make up the metrics. How we target it will be up to us.
probably start off with 10000% funding and then blow it all so 10 years later we need to refund it. (if you're looking for specifics we probably already have a plan for everything) (replace soil, water. give out medicine, monitor fallout) Healthcare costs are going to hit individuals really hard the govt should help set up a fund. water tables wont be hit too hard i think if we can close off the lakes. The north eastern seaboard is going to be affected by the fallout so shit is real for a couple very large cities there. we will probably have regional unrest for 2 years or so.
overwhelming use of force will be used. Dunno if we resort to nukes or how appropriate nukes are.
Police state will be cemented within military. we will have redundant immigration, internet censorship bodies to prevent previous mistakes. We will start a global initiative to prevent x weapon from being available.
Our relationships will be super buddy buddy until we get slightly pissed off and then do something really stupid. (par for the course)
We should set up a task force to monitor communications from before and future of the terrorists. once we get an accurate picture we will allow all countries involved to root out this evil.
