It's our regulated marijuana market all over again. "Sure, it's legal. No, you can't grow it because small businesses will need a chance to get the retail market up and running. No, they can't sell it yet because they need a license. No, we're not issuing licenses yet because we haven't worked out the tax schemes and paid off the appropriate cronies to ensure they make the most off this new market." So the black market persists and law abiding people are turned into criminals when they try to make-do with the broken system our legislators gave us and refuse to fix.
