I'm currently in Houston AKA the flood energy capital. Corpus Christi and the outskirts of Houston are home to many oil refineries. Heard an interesting interview today where one of those CEO's discussed some issues. Who needs Insider when there is Public Record. Here's an interesting excerpt.

Lipow: Well, that's exactly right. When refineries need to shut down their facilities, they make that decision about 48 hours prior to the estimated landfall. When they're starting up, of course, it's going to depend on how much damage is sustained. So if we have a Category 3 hurricane approaching the Corpus Christi area, which is going to impact flooding, the power supply, the ability to get workers back to the facility, those refiners might be down for up to three weeks. 

Harvey was a Cat 4 at landfall, and could potentially make a second landfall as a Cat 1. I'm pretty comfortable saying there are some plays out there worth making. Just make sure to do your Due Diligence YOLO.
