To make the most out of your money I recommend either

a) farming jester purses as your main income - get t1 hasla staff and gha or quest cloth set, aoe farm skyfins in rookborne (easy 400+ an hr) - getting skills to 50 is very quick in the library if you don't have these yet.

b) fishing as your main income; save for a fishing boat while farming jesters slowly then start fishing (buy santiago's rod after and use red lures) it'll start out at around 100g per 1k labor and build up when you have higher proficiency so you'll catch fish faster, deal more damage, and get more mediums/larges (higher gold per labor).

Now, regarding gear, your best option is getting full serpentis then working on a 2h obsidian weapon (I would recommend aiming for celestial or divine, especially since regrade costs are low right now), for accessories get artisan-illustrious quality gale rings/earrings, halcyona necklace or flame/gale necklace, and you can replace one ring with the serpentis ring. Your weapon will make the largest difference, so I would recommend using serpentis leather until you can afford t6 obsidian simply because the t5>t6 cost is comparable to buying full delphinad flame/leather and those will not give as big of an improvement as the weapon would. The serpentis leather set is a great set and it's free.

Regarding weapon choice for 2H, I would recommend axe>sword>spear/nodachi The 2h axe has a faster speed compared to the other weapons besides sword, but offers far more damage and it is far superior for world pvp, the bleed prevents stealth running, it offers the most damage, plus the stacked armor pen if you're using 2 gales along with it destroys cloth wearers, and it also has a larger splash damage radius and more splash damage. It will not break sleep in arena if you're opening with stalker's>shadow>leech, so it doesn't really effect that.

Alternatively you could get a 1 hander plus a cold anguish but that really requires a flame set.

So I'd recommend finding a well established pve guild that will run let you join them on serpentis runs (you can temporarily use the 2h weapon from it as well), or work on getting your T3 hasla weapon (2h) so you can join a less experienced group and be of use.
