[Build Help] Min/Maxing Part List in regards to Performance vs Budget (First Build!)

What is your intended use for this build? The more details the better.

Gaming performance with the best possible Performance-to-Budget ratio I can manage.

If gaming, what kind of performance are you looking for? (Screen resolution, FPS, game settings)

Requirements: High FPS on a single monitor, with a lower quality second monitor for simple extra software running alongside. I would also like to be able to stream and/or record my play while maintaining frame-rate. (Games: Dota 2, CSGO, Dying Light, Elite Dangerous, Heavily graphics-modded Skyrim, The Witcher 3 on high graphics, and most importantly Dwarf Fortress)

If Achievable: (a) Ultra High settings for Witcher 3. (b) Compatibility with upcoming VR devices such as the Rift or Vive. (c) Failing that, I would like to potentially be able to use a second high-quality monitor in addition to the first

What is your budget (ballpark is okay)?

From what I have seen, the budget mark I am probably looking at should be between ~$800 and $2200. I would prefer not to go all the way to $2K if I don't have to but if that's where the sweet spot is, I'm okay.

The build above (credit to /u/blaze_ghostthief for most of it) seems to me to be a pretty powerful PC landing in the middle of the road in terms of price, while achieving pretty good specs at the same time. This build is my tentative baseline. With that in mind I have three questions: 1. Will this build achieve my requirements and if not what should my minimum build be? 2. How difficult, in terms of budget would it be for me to achieve my secondary goals? 3. Do you personally have any opinions as to individual or overall part replacements that you think would add a lot to the build for a reasonable increase?
