OK... my sympathies.. it are precisely those tiny, little things that drive me mad. I swear there's a correlation between modding Skyrim and OCD! :D

Anyway... I'm very from expert at this stuff, but looking at your list, I'm wondering if could be related to "Wonders of Weather?" Or maybe another weather-related mod? Probably not, but I know I had that mod installed at one point years ago, and I stopped using it, but can't recall why.

Guessing aside, though.. what I'd actually suggest is to create a new character that begins the game in Markarth (LAL is so handy for this!). Then... take the character outside, check if the problem is still there, and, if so, begin the painfully tedious process of disabling mods to see if one in particular is causing the problem. Of course, it may not be just one, but a combination... Or it could be something that doesn't even have an associated plug-in... But, it would be a starting point, if nothing else.
