What Legacy Pokémon should I be keeping and what ones are safe to dump

I have been trying to look online for a quick guide on who should be safe to get rid of but couldn’t find anything.

Most legacy Pokemon are actually worth keeping (just upgrade your Pokebox space and save them as potential trade pieces for later) but their worth varies due to raid usability or PVP format. I'm not sure a comprehensive list exists of what's great to keep and what can be dumped exist but a few examples of top picks to keep can be found here.

Another question I have is if a non fully devolved Pokémon has a legacy move will that move stay if I evolve it?

No, moves do not carry over through evolutions. The legacy Pokemon is what is now. Evolving it will shuffle through the current list of available moves and TMing away the move will remove it forever.
