Seems logical to me.

It'd be so easy to think you're being overbearing by calling the police. Like if my roommates weren't responsive the afternoon after being up all night, I'd think that they're just sleeping and I'm being a worry wart over it. I'd be concerned I was calling the police for nothing, and my roommates would be pissed that I woke them up with the police banging down their door.

I'd definitely assume they were asleep and wait a bit before doing anything. And when I did do something I'd text friends first because I'd still be concerned about calling 911 over some friends that could just be asleep. Like "hey...I haven't been able to get a hold of blah, blah and blah, and they aren't responding to my texts. Have you heard from them?" And I'd def see it continue to get more and more worrisome until friends actually came over to help and then eventually we all decided it's been too long and no one is responding and we need to call the police.
