Couple things.

As you may already know, you’ll be better off adding a full size picatinny rail to the receiver rather than the narrow 3/8” 10/22 rails.

As for QD mounts for a scope, you will likely have issues with return-to-zero every time dismount your scope. If you’re prepared to address that each time in order to maintain bag fit, you do you. ;)

As for mounts, don’t skimp. I’m not saying you need a $200 QD base, but get something that will function consistently — particularly for the caution listed above.

Scopes. Simmons does make a few quality fixed and variable scopes, and the same is true for the entire rimfire spectrum. Evaluate your primary use-case and your average operating environment. I picked up a Nikon 2-7X and 3-9X after Thanksgiving for just under $100 each. Decent glass, sealed from dust and fog, and convenient tuning controls for quick adjustments between multiple ammo types. Granted, the Nikons are a bit big but since you intend to dismount the scope for storage that won’t be an issue.
