I will agree that the speed boost you get when you actually land a hit is strong but people also miss all the time when there is no space in between the person as long as there is something else that can be locked on to in a proximity such as a vehicle, other player, or npc.

I used to watch someone who literally doesn't believe in using guns and only uses melee weapons that also hosted the hobo boxing tournaments. Trust me, melee is not as good as you are trying to make it out to be lmao.
