Just from looking at the clip, Croc's car was already within the straight line of the ramp and their vehicle when they made the turn. I'd say it's fair play to consider the ramp having been intercepted and blocked off, so it would very much be seen as the decision of the crew if they want to break past the obstacle. Hypothetically even if the police car had stopped and not turned for a sideways block, the collision would still happen

Both sides have understood each other's reasoning as far as I know, people are reading and guessing too much on a situation that relies on split-second decisions. It's different from crims having a vehicle move with the express decision of rolling in-between a vehicle that's being chased and a pursuing officer, since they are specifically turning into an obstacle that wasn't already there to begin with
