Yeah this was certainly pulled a bit early. However clear doesn't mean there isn't THC in them. Typically clearer trichs will lead to a more "sativa" style high regardless of strain. It'll hit the head, kinda space you out, and drop off fast. Cloudy trichs are typically similar, however the effects will last longer. Amber trichomes typically grant a more couch locking effect and tend to effect the body the most. At the same time the trichomes are maturing and ripening, the terpenes are too. The earlier you pull, the more you cheat yourself in almost every aspect.

As for the compliance question, that I cannot answer. We know that certain vendors have had...issues... keeping their COAS untampered. The plants could come down early for any amount of reasons. Could be others around them were more ripe, could be preventative due to humidity/temperature/pests, could be for compliance, or even an impatient/rookie grower.

Either way this looks like some bud that'll sell at a top price point, hit hard, and lose steam relatively quickly.
