You seem to forget that Lucy was the secret owner of the Jesus corpse at the end of SBR, where it is implied she was the one who locked the corpse down the vault, making her the owner.

Now that is what you call “quite the assumption”. If the corpse had an owner, then Valentine’s plan would’ve worked, keeping America safe while the rest of the world falls to ruin. Steel confirms it as well, saying that the corpse has no owner. Lucy, looking at the vault, could’ve been a “cliffhanger” (of sorts). Foreshadowing her interest in it, which is now confirmed to being the case.

Also, you're making quite the assumption there about the Speedwagon foundation in SBR. We simply do not know anything about them in this universe, to assume that they function the same as the OG universe is quite frankly folly.
