Why is ahri considered a strong pick as of patch 9.11?

I would answer the thing about her strengths and weaknesses but it's a longer task to think about and the answer to how she's overtuned basically would boil down to, if she's not overtuned it's because they're balancing each other out, if she's overtuned it's because her strengths are outweighing her weaknesses, and if she's undertuned it's because her weaknesses are outweighing her strengths; whatever either of those actually are. Since I'm not bothered about making a subjective judgement either way I don't think it's important to list them.

I'm interested in this question too so I want to ask it like this (hopefully this makes more sense):

So pros and analysts and people like you can "tell" when something is overtuned. Thus, there has to be some concrete definitive reasons why something is considered "overtuned." You cannot, for example just say, "i feel like this champion is overtuned," point to her winrate, and say that's all the proof/explanation I need.

WHY is she overtuned? Is it her waveclear in regards to state of the lane on the latest patch? Is she abusing a particular/item or rune better than anyone else? Is she able to win a majority of trades against other common high tier midlaners atm? What part of her kit can high elo players abuse in such a way that there is no realistic mechanical counterplay in high elo, since we are assuming that what is OP/broken/overtuned in high elo either relates purely to macro, or is so unbelievably difficult to mechanically outplay that it might as well not relate to mechanics?

I agree with you on your assessment that just listing parts of a champions kit as so called "strengths and weaknesses," is dumb, but us bronze/silver/gold shitters want to know what that next level is. What does the high elo meta favor for/against certain traits and what combination of those traits is causing a champion such as ahri to be overtuned?
