I mean pretty smart on code’s part, he can’t really do anything with kara’s juubi right now because he doesn’t have a sacrifice and just leaving it there is a waste of potential resources and it’s vulnerable to time-space users, so by “reshaping?” The juubi into multiple smaller beings where he can imbue his chakra partially and then place claw marks on them he has a degree of control over them, (maybe they share his desire and will?) he can place and pull them to various locations at will and since their derived from him and the juubi they can’t be controlled by eida’s allure. Giving him a legion of robust and fairly strong drones/henchmen while depriving others from getting access to the juubi. My wonder is how powerful they are, if i remember correctly from shippuden naruto goes into sage mode and looks at that juubi’s chakra and sees that its basically limitless. Code seems to be only dividing that limitless chakra to various multiple “hosts” instead of what hogoromo did, which he used shadow and light style to physical separate and divide the chakra of that juubi into multiple, sentient new beings.

P.S. i wonder if eida will make a deal where she wont put konaha residents under her allure, but if code attacks and disperse’s his “drones” across konaha and shes the only one that sees what they truly are with her clairvoyance, as opposed to ino’s ability where she just might recognize them as all of code’s chakra signature and assume their distractions like shadow clones, which might make eida’s renege on her deal and put konaha members under her allure to go combat them, putting her at instant odds with the konaha leadership.
