At this point in time Boruto and kawaki are already stronger than current Naruto and Sasuke and they are just kids so it wouldn't be to far fetched for them to become literal gods in the time skip , while everyone else at the village gradually progresses In power but are still weak compared to both of them because they don't have karma powers .

What I am saying is code will not be the end game boss there is still so much more that has to be revealed , yes there is more cyborgs as strong a jigen somewhere hidden that need to be activated, yes code is currently the strongest but eventually they will all get beat .

Boruto and kawaki will have to become even stronger than gods because in case you forgot there is 2 otsutsukis that have yet to be introduced to the story .

There is also a otsutsuki god that has a bunch of jougans that was seen in the manga .

So if there exists a otsutsuki above all including isshiki then it would only be fair to say they need incredible above god tier strength to win .
