You have a built in reaction to shame people that talk about women’s boobs. In this case, whether she is wearing this outfit specifically to draw attention is debatable. So your auto response is out of place. For example, go to r/lingerie and start telling those people how shameful they are. Your typical response would also be out of place there. There is nuance to life. Nothing is black and white. Scolding men for talking about boobs in a ski jacket is different than scolding men about talking about boobs when the subject is wearing an all black outfit, see through top, and red bra plus some other red breast trap accessory. I do visual design for a living. When I make something all black with 1 red area, it’s to draw attention to that subject. She may or may not have done that on purpose. But that is the debate.
