Can I get a State job again if I had a "voluntary" termination?

I actually requested my Employment History some time ago, and it only has the most basic info - lines that state dates worked, classifications, and pay increases/decerases. It does say Adverse pay on one line because I was docked pay for something like performance issues. There's nothing on that Employment History page that states reason for dismissal, etc.

In the end, is it worth it to apply to State jobs again? Even if my personnel files/Employment History has nothing "bad" in it, they can still ask former supervisors/coworkers about me, and they might not be too positive about me.

I'm a hard worker, mean well, etc., but sometimes jobs aren't a fit, coworkers aren't meshing with me, and a lot of other reasons.
