They can’t find him

This specific store was in a small town so basically anyone in charge didn't care about anything but power tripping. I worked there for almost two years and only one guy got fired and it's because he was hours late multiple times a week. And any higher ups wouldn't have been concerned with a small increase like that. 60 hours biweekly still isn't overtime but for me the extra $200 as a 17 year old was very noticeable. Also GMs typically should check clock ins daily because systems will automatically clock you out after 12 hours. So in this specific case it was my GMs fault for not checking on that stuff. The legality is blurry because you'd need absolute proof it was an error. If it was this much money I could see it being a legal issue. But it's not like the person intentionally payed themselves more.
